Professor Shmuel C. Shapira MD, MPH Colonel (Res.) is a full Professor of Medical Administration at the Hebrew University Faculty of Medicine. Professor Shmuel Shapira was for 8 years (till May 2021) the Director-General of the Israel Institute for Biological Research and Chair of the Board of Life Science Research Israel. Past Deputy Director-General of the Hadassah Medical Organization, Director (founder) of the Military Tract of the Hebrew University Faculty of Medicine, and former Director of the Hebrew University Hadassah School of Public Health. Professor Shapira is the founder and head of the Department of Military Medicine of the Hebrew University Faculty of Medicine and IDF Medical Corps.
Professor Shapira received his medical degree from the Hebrew University-Hadassah School of Medicine. He successfully completed two residencies in Anesthesiology and in Medical Administration at Hadassah University Hospital, as well as advanced training in pain management and obstetric anesthesia.
Professor Shapira is a Full Colonel (Res.) in the Israel Defense Forces (IDF) and had served as the IDF Head of Trauma Branch.
Professor Shapira serves as an authority on terror, trauma, emergency medicine, and military medicine. He instructs medical students, physicians, EMS, medical leaders, and rescue teams on terror medicine, management of mass casualty events, military medicine, advanced trauma life support, and risk management.
Prof. Shapira has published more than 110 articles, in addition to chapters and editing books on trauma, terror medicine, military medicine, and mass casualty management.
Among other textbooks, Professor Shapira is the editor of Essentials of Terror Medicine, Best Practice for Medical Management of Terror Incidents, and Medical Response to Terror Threats.
Professor Shapira is a Chair and a member of several boards and national Israeli councils.
In The Jerusalem Post’s list of the 50 most influential Jews of 2020, Professor Shapira is listed impressively as number two.
Professor Emeritus Shmuel Shapira is a full colonel in the IDF, and finished 8 years (May 2021) term as the Director-General of the Israel Institute for Biological Research (IIBR).
He led and took part in dozens of terror and disaster response events. He was the leader of the Israeli Vaccine (BriLife) development process.
In a cynical approach and with a sense of humor, he will talk about the conflict between leading scientists and bureaucrats, lack of governance, flood of fake news reflecting communication failure, mismanagement of a major national crisis resulting in poor outcomes.
